Families seeking special education support often face rising demand, layered inequities, and significant financial barriers. These numbers help tell the story.
Nationwide, 1 in 6 students qualify for special education services, a rate that has grown by more than 14% over the last twenty years.
Over 60% of students receiving services also qualify for free or reduced lunch, and 12–15% are English language learners- often navigating additional barriers tied to language, income, and access.
The average non-lawyer advocate charges $300+ per hour, with standard cases often requiring 10–15 hours of support, putting critical advocacy out of reach for many families.

A lifelong champion for children
This award is established in honor of Asa R. ‘Jack’ Frost, Jr., a man whose life has been defined by an unwavering devotion to the empowerment of children through education. Jack has been a steadfast champion for students, ensuring multiple generations of children have received the education they deserved.
As the grandfather of one of our founders, he cultivated a lifelong love of learning and thirst for knowledge that laid the foundation for EEI’s mission.
The Asa R. ‘Jack’ Frost, Jr. Award for Impact in Education recognizes those rare individuals who mirror his passion, integrity, and lifelong commitment to ensuring that no child’s potential is left unrealized due to a lack of education access.
Virginia Delegate Laura Jane Cohen
It is with great distinction that we name Virginia Delegate Laura Jane Cohen as the inaugural recipient of the Asa R. ‘Jack’ Frost, Jr. Award for Impact in Education.
When Laura Jane Cohen saw a problem in Fairfax County, she stepped up. A former teacher and small business owner, she ran for the school board and won.
During the pandemic, she led through uncertainty and division, keeping students’ and teachers’ needs at the heart of her work. She carried that commitment into the Virginia House of Delegates.
There, Delegate Cohen has championed inclusive education and greater opportunity for neurodiverse students. In 2026, she introduced HB468, which passed unanimously and supports students with disabilities as they transition from high school to college.
Her courage and conviction embody the spirit of the man for whom this award is named: a belief that every child deserves the chance to learn and thrive.
